Praise be to Allah, the Lord of the Worlds, and prayers and peace be upon Prophet Muhammad, the Most honorable of the messengers, his family and all his companions.
Tadabbur of the Quran (Reflecting upon the Quran and understanding it) is one of the greatest goals for which the Qur'an was revealed, as Allah said: (Here is) a Book which We have sent down unto thee full of blessings that they may meditate on its signs and that men of understanding may receive admonition. (Surat Sad, verse 29). Only through Tadabbur that people can understand Allah's words, feel its sweetness, be reminded and gain its benefits.
Allah the Almighty said: " Had We sent down this Quran on a mountain, you would certainly have seen it falling down, splitting asunder because of the fear of Allah, and We set forth these parables to men that they may reflect" Al-Hashr: 21. Therefore, Allah has ordered people to reflect on His Book and has urged them to think of the purpose and to reflect on His signs where He said: "that they may meditate on its signs and that men of understanding may receive admonition" (Surat Sad, verse 29). And Allah has dispraised those who reject to reflect on the Quran where He said: "Do they not then reflect on the Quran? Nay, on the hearts are locks" Surat Muhammad, verse 24).
In his interpretation to the verse "Do they not mediate on the Quran? And if it were from any other than Allah, they would have found in it many discrepancy ", Sheikh Al-Sa'di said: Allah the Almighty orders people to reflect on His Book which is to meditate on its meaning and to think deeply on it, its principles and consequences. Reflecting on Allah's Book is the key to all knowledge and good. It increases and strengthens faith. And the more a person contemplates on it, the more knowledge, action and insight he gains. Therefore, Allah has ordered, urged people and showed us that the purpose of revealing the Quran is to reflect on it. (Tafseer al-Saadi, p. 189).
Al-Hafiz Al-Suyooti said: "Reading with reflecting and understanding is what is required because it allows hearts to be enlightened and the signs of it is that one gets keen on learning the meaning of what he/she reads, knows each verse's meaning and reflects on commands and prohibitions as well as he/she must believe in the acceptance of that. And when one reads verses about something that he/she has neglected, he/she must apologize and ask for forgiveness. If one comes over a verse of blessing of mercy he/she must feel happy and ask Allah. Reading a verse about torment one must feel fear, ask for refuge, praise or glorify Allah; and when reading a supplication one must ask Allah. "Al Itqan (Mastery) in the science of the Quran (1 \ 368)"
The idea of establishment of this center aimed at introducing the concept of Tadabbur, its importance, methods of attaining and explaining people's need for it which is considered to be a revival for Tadabbur and linking of the nation with the Holy Quran.
